Sir,
With reference to your telegram of 30th July,
1928, concerning the prospects of Civil Aviation in this
Colony, I have the honour to state that, while nothing
definite has yet been settled regarding either the formation. of a Company or the status of that Company vis-a-vis the Governments of Hong Kong, Canton, and Macao, the immediate Rossibilities of the scheme have been explored and I submit the following facts for your information. The general idea
Junderlying the proposals is set out in the enclosed copy of
a memorandum by Mr. Vaughan Fowler, R.A.F., dated 30th April,
1928.

As the result of an official suggestion from
this Government to the Governments of Macao and Canton, a
conference was held in Hong Kong on May 22nd and following days, at which Mr. Vaughan Fowler (Hong Kong), Lieutenant Cabral (Macao), and General Cheung Vai Cheung (Canton) were
